The National People s Congress Standing Committee Of China

On 31st August 2014, the National People’s Congress Standing Committee of China published a report on the 2017 Hong Kong Political Reform, setting the framework of the election method of the Hong Kong Chief Executive: 1,200 people would form a â€Å"broadly representative† election committee and nominate candidates whom 370,000 registered electors would vote for (4).While the pro-Beijing camp saw this as an enormous improvement over the 2012 election method – which the election committee nominates and elects the Chief Executive – the pan-democrats and many Hong Kong people deemed it a pseudo-universal suffrage and refused to accept it. The Hong Kong Federation of Students and Scholarism, a student activist group, initiated a school boycott and asked for nullifying the report. The boycott eventually led to the Umbrella Movement, a sit-in street protest, which lasted until December when the number of protesters decreased from over 100,000 to around 200 (Phil lips). While the Movement stirred up a storm of controversy, it is adequately justified as a response to the â€Å"August 31st Decision† because it satisfies all the conditions of an appropriate instance of civil disobedience, namely motivation, means, and consideration for consequence.
